I'm sure you've all heard about the AWOL Democrats. It seems to me that
the majority of you have agreed with my previous comments pertaining to
"changing rules" for "self serving" purposes. Whether Texas needs to be
redistricted is not my call.

However, I will say that they just redistricted 2 years ago and the
plan WAS approved by Governor Perry and AG John Cornyn,
both republicans, so that tells me that they don't really need to redistrict.

Another reason I don't believe they "really" need to redistrict is because
Governor Perry was quoted in the papers as saying that redistricting
was not on his agenda for this session. Now, all of a sudden, it is.

Remember, he's also the man who said, "No expanded gambling"
then he signs a bill that allows the TLC to join any and all games
they want without taking comment from us. He's the man who said
"Redistricting is not a priority and it won't be addressed," then calls
two sessions and maybe a third to address it - at our expense. Forget
the education and medical funding, let's redistrict. Governor Perry
lied and said the Senators were needed in Austin to pass a muchly
needed bill that he had the power to address all along. Governor
Perry's the man who signed another bill which took a portion of the
lotteries revenues to put into the General Revenue fund instead of
sending it to the teaching hospitals. And, the Republican party just
recently broke the Open Meetings law. They have no regard to the
laws and when they get caught breaking the law, they change the
law to suit their needs. Just look at HB3459 for proof.

The real issue to me is the fact that "some" want to change the rules
to control the outcome of a vote. Folks - this is WRONG. We've
seen this time after time where the Texas Lottery is concerned. And
folks, the same people who want to change the "senate rules" are
the same folks who approved of the Texas Lottery's actions
and did nothing for us after YOU/WE asked them for help. Not
only did they turn their back on their constituents, but they
averted the true wrongdoings committed by the TLC in this matter.

By that I mean, they "pretended" that they were "concerned' about
the legality regarding the purchase of the balls and machines and
took the "real crime" - not considering comment - and let it go by
the wayside. In otherwords, they jerked us around knowing the
TLC would be cleared in the "early purchase investigation."
Our elected officials knew the "rule" allowed the director
to buy anything he wanted and whenever he wanted.

Clearly, those in Austin are interested in only one thing -
power and money. Not us or our well being as citizens
of this state. FYI - Not considering comment was against the law.

Now I'm not saying that some of those in New Mexico didn't turn
their backs on us too - but - what makes them different is that they
now know first hand how it feels to have the rules changed on them.

There are three comments that I've heard and read that I would like to address.
This is just in case you decide to say it to me. First, for those of you who say,
"Well, the democrats changed the rules in 1992." My reply, "Two wrongs don't
make a right and if the republicans had cared that much, they had the same
options then that they have now ... they could have boycotted too.
"

Second comment I've read and heard, "They were elected to stay and vote
on issues - not run away.
" My reply, "Yes, they were. But they ran for office
thinking and believing rules were going to be followed and respected. They
never dreamed they would see rule changes for 'self serving purposes.
'"

Third comment and a big misconception I've read - "A majority vote has
always been honored in our country.
" My reply, "WRONG, WRONG,
WRONG. If you'll remember, Al Gore received the majority of the votes
but President Bush received the majority of the 'electoral votes.'
The 'rules' override everything and the rules is what our
current leaders are wanting to change here in Texas.
"

Folks, you know my interest has always been in the Texas Lottery - not politics.
But in following the lottery, I've learned a great deal because it's the politicians
who have the control over the Texas Lottery. Don't you ever forget,
Governor Perry signed HB3459 which took away your rights to be heard
regarding Texas joining a multi state game and the rules to be applied.
That's unconstitutional.

And, Representative Ron Wilson - a democrat from Houston - is the
one who debated everybody regarding this particular issue - he's one
democrat that needs to be booted out along with Governor Perry
and a few others.

There's one more thing I've got to say. All of our elected officials
KNOW that the Texas Lottery cheated some Lotto Texas winners
but have done NOTHING to get these people paid. You know
why? Because they know that to sue a state agency, permission has
to be obtained from the legislature first. When those winners finally
do that, there will be a "cover up" and that's when they'll pay
those winners. But only AFTER they are forced down.

This is the kind of people we have running our state.
Is this how you operate?

It's time for a change and I believe that those 11 Senators may
be our salvation in the future. After all, those in Austin are using
taxpayer money while those in New Mexico are using their
own money. I say let's help them financially. They are
fighting another rule change - and nothing else.
Very specifically, the rule some want to change is
a long standing rule that to pass a bill, it requires 2/3
of the vote. Some want to change it to a "majority vote."

The "majority" said ...
No to 6/54 ... No to 5/44 & 1/44 ... No to $2 prizes ...
No to twice daily Pick3 ... No to 4 then 6 Cash 5 draws ...
Did we get our way?

Finally, don't forget too that the current Executive Director
of the Texas Lottery, Regan Greer, was hand picked by
Governor Perry and they changed the qualifications of the
job to fit Mr. Greer. What do you think his instructions
were from the Governor himself?

May I suggest that instead of buying that lottery ticket
that you will probably end up throwing away ... instead
contribute that $5 or $10 for this cause. It would
help those Senators and maybe us in the future.
