Suspended game in June 2013 due to a potential huge
liability issue. If too many people had won in a given
draw, the state would have lost money. So they changed
the rule to prevent this from happening. This oversight put
the state at risk from Sept 2012 through June 2013.

What a waste of taxpayer money - All or Nothing is a very bad game as evidenced by lack of sales since inception. The objections - a cost of $2, low prize amounts and horrible odds of winning - very few winners.
